A government in the Baltic provinces of Russia, bounded on the west and north by the Baltic Sea; on the northeast by the River Düna; and on the south by the government of Kovno. At the end of the eighteenth century the Jewish population was 9,000; in 1835, 23,030; in 1850, 22,743; in 1858, 25,641; in 1891, 42,776; and in 1897, 49,102 in a COURLAND (Ger. Kurland ), region of West and South Latvia, between the Baltic Sea and Western Dvina River. Throughout the centuries control of this region frequently changed hands and the attitude toward Jewish settlement there varied accordingly. During the 12 th century, the local tribes were subdued by the Livonian Knights whose statutes Richard Curland: 1928 manhunt broke ground in law enforcement. During February, March and April 1928, two Massachusetts men participated in robbing small stores and markets along or near the Connecticut border.
