History. The first BiblioTech location opened on September 14, 2013. The County-operated library cost $2.3 million (USD) and is located in the underserved south side of San Antonio. BiblioTech East opened in April of 2018 and is located at 1203 N. Walters, on the corner of Walters and Burnet. This branch is co-located inside an apartment complex, but is open to the public.
