Our History. In 1971, a group of people in the Devonport community, led by Dr John Tooth, became aware of the need for a structure, through which gaps in the health and welfare services, then available to the community, could be addressed. As a result, the Mersey Leven Welfare Planning Association was established as a voluntary organisation. TasEquip provides equipment to eligible clients who are permanent Tasmanian residents and who have a proven financial need for assistance to access the range of equipment in scope for TasEquip. The Mersey River is a river on the north-west coast of Tasmania, Australia. The city of Devonport is situated at the river's mouth on Bass Strait . The source of this river is Lake Meston . From here the river feeds itself into Lake Youd.
