Obituary. Jean Kipp Dean of Huntington, WV passed away peacefully on Saturday, July 17, 2021, at Madison Park Healthcare. Before that, she was director of administration and finance, a position similar to a city manager. Current Mayor Steve Williams called Dean a "graceful giant."
