Ebrietas is found in both the Altar room and in Great Isz. It seems like Great Ones can easily change locations and even be found in multiple locations at the same time. As such, maybe it wasn't that the Church physically brought Ebrietas to Upper Cathedral Ward, but that digging up Isz awakened her and allowed her to manifest herself there as Ebrietas is the ultimate zenith of the "stand behind the boss" technique. If you can't get behind her, you will be spanked yourself. This is not an easy battle. Ebrietas hits alarmingly hard, and It probably takes the longest, but it's the most safe of tactics.
