Build dconf-0.5 from sources and make install it. Create empty user profile and start programs there. I have to keep current Ubuntu installation so a complete reinstall is not an option for me. dconf is a low-level configuration system. Its main purpose is to provide a backend to GSettings on platforms that don't already have configuration storage systems. dconf is a simple key-based configuration system.
