State police say the chase began after Francis Morgia II of Watertown snatched a purse from an 84-year-old woman in a Watertown department store Monday evening. Robby Lee Morgia, 31, 845 Starbuck Ave., passed away at home, Tuesday, July 31, 2012. Robby was born June 21, 1981 in Watertown a son of Francis T. Morgia II and Dawn M. Soluri. He graduated from Watertown High School in 2001. He then attended the Criminal Justice program at BOCES. Since Robby was eighteen years old New York State Police have accused Morgia, 48, of the Travel Lodge, Watertown, of second-degree manslaughter, first-degree unlawfully fleeing a police vehicle and third-degree robbery, all felonies.
