The City Council hereby directs the PSB Selection Committee that to extent practical, the Board shall be comprised of members who come from six (6) areas of expertise: (1) financial management; (2) general business management; (3) engineering; (4) environmental or health; (5) consumer or citizen advocacy (6)communications, public administration El Paso Water's proposed budget presented to the Public Service Board on Tuesday would increase the water bill on a typical residential customer from $66.99 a month to $76.02, a 13.5% increase. That covers fees for water, wastewater and stormwater services. The increase is driven mostly by capital improvement projects, Balliew said ordinances. The PSB hires an independent auditor to review, audit and report on the Comprehensive Annual Financial Report prepared by the Finance Department. The Fiscal Year begins March 1st and ends February 28th or 29th of the following year. The PSB is a component part of the City of El Paso.
