The initial idea of testing an airborne VLF system came from the Naval Air Development Center in Warminster, PA. They had assigned to the command a couple of NC-121K aircraft (BuNo. 137889 and 141292) that they decided to try out the concept on. The one they chose was BuNo.137889.
