Once you install mChat and configure the mchat.prefix, mchat.suffix, and mchat.group names in its configuration file (see the example), use PermissionsBukkit to give players or groups the permissions "mchat.prefix.admin", replacing "admin" with whatever node you configured. PermissionsBukkit is the Bukkit Approved permissions handler that came out very quickly when SuperPerms (Bukkit's own permissions API) was announced. PermissionsBukkit works slightly differently to other plugins, in that rather than using symbols to specify an allowed or disallowed permission, it simply uses a "true" or "false" statement at the end of each permission.
