BACOLOD City legal officer Rayfrando Diaz, serving in his private capacity as lawyer of Architect Ramiro Garcia Jr., filed a petition to cite Bacolod City Water District (Baciwa) Director Marichi Fong Ramos in contempt of court for failing to acknowledge the court's decision and yield her position in favor of Garcia. Ramos is the chairman of the City Council committee on urban poor, housing and resettlement. He proposed an ordinance granting a local legislative franchise to a qualified person or entity, as determined by the chief executive, to engage in the business of bulk water supply and water distribution system in designated areas in Bacolod City.
