1. Glensheen Mansion. One of the most famous haunted places in Duluth is the Glensheen Mansion. According to local legend, the ghosts of Elizabeth Congdon and her nurse, Velma Pietila, still haunt the mansion. Elizabeth Congdon was murdered in the mansion in 1977, and some believe her spirit still lingers there. 2. Minnesota's Most Haunted Road (only an hour from the St. Cloud Area) Vergas Trail in Vergas Minnesota, where an alleged Hairy Goat Man lives. One of the most well known haunted places in Duluth MN is Enger Tower. There is a local legend that a man committed suicide in 1948 by jumping head first off of the fifth level of Enger Tower.
