In 1997, prior to implementation of All OHV's registered out-of-state, must comply with the California Air Resources Board's (CARB) regulations, based on the vehicle's emission designation, not the residence of the owner. A non-compliant (Red Sticker) OHV, can only be operated during open, Red Sticker riding season, with a California Non-resident OHV Permit. In addition to the California City Street Operating Permit, all non-street legal vehicles MUST display a current and valid California State Green or Red Sticker (38010, 38020 CVC).
