Alcohol & Drug Safety Action Program (ADSAP) Overview The South Carolina Alcohol and Drug Safety Action Program (ADSAP) is a statewide substance abuse program for: individuals who are convicted of driving under the influence (DUI) or driving with an unlawful alcohol concentration (a blood alcohol concentration [A] of .08% or greater) ADSAP is a statewide education and treatment program designed for persons convicted of driving under the influence (DUI). The major purpose of the program is to reduce the frequency of alcohol and other drug related traffic accidents, fatalities and property damage and to intervene at an early stage in the development of alcohol problems. For ADSAP. Intervention services for individuals charged with Driving Under the Influence (DUI) and Boating Under the Influence (BUI) are provided through the Alcohol and Drug Safety Action Program (ADSAP).
