Area Agency on Aging & Disability. The Upper Cumberland Area Agency on Aging and Disability (AAAD) offers a wide array of programs and services for individuals over the age of 60 and other adults with disabilities. In addition to providing services, the AAAD works to ensure that the services are tailored to best meet the needs of each client. Eligibility. The majority of services provided through the Area Agency on Aging and Disability (AAAD) are for persons over age 60 who are in greatest economic and social need. With the Options for Community Living Program, the AAAD may serve persons with disabilities 18 years of age and older based on a functional needs assessment.
