I believe Andraste was Mythal's host. At the time Mythal was still weak and thus couldn't save her host. Once Andraste was crucified and killed, Mythal resumed her wondering as a spirit still weak. Eventually she found Flemeth and thus she became her new host. She grew in power with the help of Flemeth and in turn she lended her powers to Andraste on the other hand was alive LONG before Flemeth was. She lived back when the Imperium was still majorly powerful as she helped free the slaves. Plus Andraste is part of the Chantry religion, Mythal is an Elven Goddess. Complicated I know but it makes for a cool story.
